The most strict new regulations for imported milk powder have come into force: From Apr. 1 on, no entry is allowed without a Chinese label    
    The “most strict” regulations for imported milk powder in history as regarded by the industry come into force from today. According to the regulations of the State Quality Inspection Administration, from today on, the Chinese label for imported infant formula milk powder must have been already printed directly on the smallest package before entry and it is not allowed to put label within the border; from May 1, it is not allowed to import the infant formula milk powder produced by unregistered overseas production enterprises. 
    From Apr. 1, it is banned to do fractional packing within the border
    For infant formula milk powder importers, the year of 2014 is destined to be a unquiet year. A series of regulations for imported infant formula milk powder will be implemented successively. For example, it is explicitly regulated in the Announcement of State Quality Inspection Administration on Strengthening Imported Infant Formula Milk Powder Management issued by the State Quality Inspection Bureau that from Apr. 1, 2014, the Chinese label for imported infant formula milk powder must have been already printed directly on the smallest package before entry and it is not allowed to put label within the border. Any product having no Chinese label on the product package or having a Chinese label not meeting relevant Chinese laws and regulations and national standard for food safety will be returned or destroyed as unqualified product. 
    In addition to imported milk powder without a Chinese “id card” being not allowed to enter, the State Quality Inspection Administration also requires that from May 1, it is not allowed to import the infant formula milk powder produced by unregistered oversea production enterprises; it is not allowed to import infant formula milk powder in big packages for fractional packing within the border. Food supervision experts have pointed out that the implementation of that system realizes source supervision in real meaning. According to the regulations, the supervision authority will conduct multi-aspect assessments in raw materials, production, storage, transportation and management, etc. to overseas infant milk powder production enterprises. Only those enterprises meeting the requirements of our country will be registered and it is allowed to import milk powder from them. In this way, product quality can be more effectively controlled and evaluated and loopholes in overseas milk powder supervision can be tightened. 
    Experts have pointed out that foreign milk powders available in market have the following several kinds, one is original imported products, which are registered in the places of origin with production, packaging being also completed there; another is infant formula milk powder in big package imported for fractional packing domestically, which is likely to have the secondary contamination problem; still another is such brands as registered by domestic enterprises abroad, in which case the milk source may be from abroad but all production, packaging are completed domestically.
